High density #BTR developments have been able to be completed without making Open Space Contributions.
That's anywhere between 5% and 9% of land value towards local open space.
That's because said contributions are payable at the time of subdivision. Since BTR buildings are designed to be in single ownership, they are never subdivided, ergo no contributions payable.
Quite the #loophole.
I'm not necessarily a fan of this particular contribution, as often the nexus is very poor between where it is collected and where/when/how it is spent.
But it also seems incongruous that you can build hundreds of new rental, generally very small units in a building without making an appropriate contribution to public open space – one of the things that will be most pressed from new density.
⚽The playing field (ha) clearly needs to be made level with build to sell dwellings. I agree with Nick Reece on this one (mostly) – either every development should be, or none should, and fund it through other means.
