Premier Jacinta Allan and Planning Minister Sonya Kilkenny cut Melbourne council housing targets from 2 million to 1.78 million homes by 2051 and threatened to seize planning powers from councils that fail to unlock land. Metricon's Brad Duggan criticised the government's attachment to higher-density living over detached homes.
