Victoria's energy-efficiency rental rules will cost landlords about $5,000, prompting warnings of an investor exodus, while saving renters $567 a year. Intrapac chief executive Max Shifman said landlords are leaving Victoria faster than anywhere else; the upfront charges could be the final straw, shrinking supply and spiking rents.

I also said: “While these changes have merit, we should not pretend they come at no upfront cost — cash which many smaller landlords may not have or want to spend,”
And I added: “These extra charges could well be the straw for the proverbial camel's back, for another round of landlords to exit the state … this can only lead to a reduced rental housing pool, spiking rents and hurting renters.”
