Victoria's Development Facilitation Program fast-tracks projects councils cannot contest if 10 per cent of homes are affordable, or developers pay a 3 per cent levy instead. A 134-home Abbotsford complex won approval with no affordable housing. Maxwell Shifman said the criteria favour luxury projects over the missing middle.
As I told The Age: “The Melbourne apartment market is being dominated by either high-end, owner-occupier projects or developments subsided by social housing”
