The Productivity Commission wants three-storey homes allowed almost anywhere, with smaller lots and lower parking minimums near transport, as the average family needs 11 years to save a 20 per cent deposit, up from eight in 2005. Intrapac's Maxwell Shifman said the report missed what would make housing cheaper.
