Intrapac has lodged three permit applications to rezone Keysborough Golf Course for 1,600 homes and build a new 18-hole course plus a gifted 65-hectare sports hub across the South East Green Wedge. The $1.3 billion pitch challenges the state's refusal to move the urban growth boundary.
