Four of the 10 Victorian suburbs, including Camberwell Junction, Preston, Ringwood and Frankston, were named district centres in 1981. The government is reviewing height limits to build 60,000 homes, part of an 800,000-home decade target. Intrapac's Max Shifman said the centres would take 30 years to develop.
